Duties
The Voucher Examiner at the Financial Management Center (FMC) reports to the Supervisory Voucher Examiner. The incumbent will be responsible for examining, reviewing, auditing, monitoring, and processing payments through the U.S. Department of State's Financial Management System for over sixty (60) ICASS Agency entities within the U.S. Mission in Kenya.
The role involves processing complex payments for goods and services received through various mechanisms such as Purchase Orders, Contracts, Grants, Loans, and Trust Funds. Additionally, it includes intricate vendor account reconciliations, liaising with Tax Authorities and the Ministry of Foreign Affairs for tax exemptions, and processing employee claims and vouchers for travel and representation allowances (e.g., Home Leave, Rest and Recuperation, Medical Evacuation, Education Travel, Official Residential Expenses). The incumbent will also manage travel advances, reimbursements for gardening, and school fees.
Qualifications and Evaluations
Experience: Three (3) years of progressive experience in voucher examination, payroll, accounting, and disbursing is required.
Education Requirements: Completion of high school is required. Two years of university studies is required.
Language Skills:
Level IV (Fluent Reading/Speaking/Writing) in English (may be tested)
Level III Kiswahili (Good, Reading/Speaking/Writing) is required
Skills and Abilities:
Must comprehend and apply detailed, complex technical regulations and requirements
Must be skilled in voucher examination, critical and analytical reviews, and auditing
Proficiency in articulating complex issues both orally and in writing
Proficiency in computer applications such as Word, Excel, RFMS/M, ILMS, WEBPASS, COAST, E2, or equivalent financial management software
Must be able to operate a calculator

Agency Benefits: Locally Employed Staff, including Members of Household (MOHs) and Third-Country Nationals (TCNs) working at the U.S. Mission in Nairobi, Kenya may receive a compensation package that includes health, separation, and other benefits. For EFMs, benefits should be discussed with the Human Resources Office. The pay plan will be assigned at the time of the conditional offer letter by the HR Office.
