Position Overview:
The Senior Technical Advisor (STA), Emergency MEAL, will play a pivotal role within the IRC’s Emergencies & Humanitarian Action Unit (EHAU), working closely with the Quality in Emergencies (QiE) team. The STA will oversee Monitoring, Evaluation, Accountability, and Learning (MEAL) activities in emergency settings, ensuring quality and effective implementation of IRC's emergency response programming. This includes coordinating the deployment of emergency MEAL teams, developing tools, and supporting learning exercises and response quality metrics.
Key Responsibilities:
Direct Response Support:
Lead coordination and backstopping for the Emergency Response Team (ERT) and Emergency Support Team (EST) MEAL deployments to build or enhance MEAL systems in new emergencies, both in existing country programs and new response start-ups.
Support emergency teams in ensuring adherence to minimum MEAL standards during response phases as outlined in the IRC’s Emergency Roadmap.
Facilitate onboarding and capacity building of MEAL staff and partners to align with SAP (Strategic Action Plan) reporting requirements and support future planning.
Provide hands-on support for multi-sector needs assessments and set up beneficiary feedback and monitoring mechanisms in response to new emergencies.
Conduct deployments (up to 20% of time) to support MEAL set-up in large-scale or complex emergencies, guiding the team on the use of emergency MEAL tools and frameworks.
Strategic Reporting and Analysis:
Serve as the primary point of contact for reporting on response metrics under the Emergency and Humanitarian Action SAP, ensuring that data accurately represents the quality and scale of emergency responses.
Collaborate with the MEAL Systems Advisor to develop storage solutions for response data and metrics, making the information accessible and actionable across the organization.
Provide regular analysis and data visualizations that inform the quality, impact, and process of IRC’s emergency responses. Work towards optimizing data collection systems and tools for efficiency and greater insights.
Guidance, Tools, and Learning:
Contribute to the development and maintenance of tools, resources, and guidelines related to emergency MEAL operations.
Lead and manage the review, update, and implementation of key MEAL resources, including the Multi-Sector Needs Assessment (MSNA) toolkit, to ensure they remain fit-for-purpose in emergencies.
Co-lead the roll-out of new tools across the IRC team, collaborating with MEAL staff in various countries to ensure effective implementation and uptake.
Proactively engage in knowledge-sharing, helping to build the QiE knowledge management database and provide insights from ongoing responses to improve future initiatives.
Coordinate and facilitate learning exercises to capture lessons and feed them back into the response cycle, ensuring IRC’s emergency operations evolve with real-time data and feedback.
Team Culture and People Management:
Lead and manage ERT/EST MEAL Coordinators, providing direct line management and ensuring high performance, accountability, and effective collaboration across the team.
Foster a positive, inclusive work environment, promoting gender equality, diversity, and a ‘One IRC’ approach across the EHAU team.
Cultivate and maintain strong working relationships with colleagues, ensuring transparency, trust, and effective knowledge sharing across departments.
Advocate for inclusive practices in all emergency programming and work to create more equal access and opportunities within IRC’s global humanitarian response efforts.
Qualifications:
Education: A university degree in a relevant field such as statistics, data management, international programming, public health, or economics. Relevant experience may substitute for formal education.
Experience: At least 5 years of experience in MEAL in emergency contexts, with hands-on experience in designing and implementing multi-sector needs assessments. Experience in setting up new response teams or working in complex emergency environments is highly desirable.
Skills:
Expertise in data analysis and data storytelling to communicate findings and drive decision-making.
Proficient in mobile data collection tools (e.g., Kobo, CommCare) and familiarity with data visualization platforms (e.g., PowerBI).
Knowledge of statistical analysis techniques and reporting.
Strong organizational and project management skills, with the ability to prioritize multiple tasks.
Fluency in English (both oral and written); additional language skills in French, Spanish, or Arabic are a plus.
Compensation & Benefits:
Salary: $110,000 to $124,000 annually.
