Position Overview: CIFOR-ICRAF is seeking a Senior Budget Developer to contribute to our global resource mobilization goal, ensuring flexible support for CIFOR-ICRAF's Key Performance Areas (KPAs). The role involves creating high-quality budgets for 200 proposals each year to meet both internal and funder requirements. You will guide CIFOR-ICRAF staff through complex budgeting and negotiations, ensuring compliance with funder specifications, including requirements for leveraged finance, co-financing, and blended financial instruments. You will also work to strengthen internal financial processes and improve the budget development culture.
Responsibilities:
Budget Development: Develop 75-100 high-quality budgets annually that follow funder instructions, ensuring compliance with funding guidelines and emphasizing areas such as value for money, implementation coverage, and risk assessment.
Process Improvement: Contribute to refining budget development systems, ensuring efficient, timely, and compliant processes.
Budget Negotiation: Provide written and verbal justifications to funders and internal teams to ensure compliance and resolve budget-related challenges.
Collaboration: Facilitate the handover of updated budgets between teams and ensure budgets are integrated into internal planning systems, such as the Planning of Work and Budget (PoWB).
Requirements:
Education and Experience: A Master’s degree in finance, accounting, economics, or a related field, with at least 7 years of experience supporting resource mobilization processes and raising significant funds for international organizations. An undergraduate degree with 7 years of relevant experience will also be considered.
Technical Skills: Expertise in strategic budgeting and project cycle management, advanced proficiency in Excel, and knowledge of the financial requirements of key international funders.
Language Skills: Fluency in English is required, with French and/or Spanish being desirable.
Personal Attributes: Strong communication skills, ability to independently solve complex problems, and experience working with diverse teams. A solid work ethic, attention to detail, and commitment to high-quality delivery are essential.
Terms and Conditions:
Position Type: Locally Recruited Staff (LRS), with competitive remuneration in local currency.
Appointment Duration: 1 year with the possibility of extension based on performance and resource availability.
Duty Station: Bogor, Indonesia or Nairobi, Kenya.

World Agroforestry (ICRAF) is an international research organization that focuses on the role of trees in agricultural landscapes. Established in 1978 and headquartered in Nairobi, Kenya, ICRAF is part of the CGIAR network, alongside CIFOR, and aims to improve the well-being of rural populations by integrating trees into farming systems.
