About the Department
Deloitte East Africa’s Consulting Department offers comprehensive strategic and operational services to businesses, enabling growth, optimization, and transformation. We pride ourselves on delivering executable strategies that drive success and create long-term value.
The Tujenge Jamii Project is a USAID-funded initiative focused on improving health outcomes in Kenya through HIV care and treatment services, family planning, maternal and child health, nutrition, and water, sanitation, and hygiene services. This project aims to enhance county health systems in Kenya, particularly in Baringo, Laikipia, Samburu, and Nakuru counties.
Position Overview
We are looking for a Performance Improvement Specialist / Senior Technical Officer to provide technical leadership in HIV care and treatment across Nakuru, Baringo, Laikipia, and Samburu counties. This position is part of a senior technical team, responsible for guiding the implementation of HIV care and treatment strategies in line with program objectives.
Responsibilities
Lead, supervise, and mentor Technical Integration Officers in the supported sub-counties.
Develop costed work plans to support the successful implementation of HIV care activities.
Produce area-specific reports and use data to provide technical assistance to health sites.
Participate in technical working groups (TWGs) at the county and regional levels.
Represent the USAID Tujenge Jamii project in HIV-related forums.
Collaborate with county and sub-county health officials to coordinate services in TB/HIV care for pediatric, adolescent, and adult populations.
Prepare budgets, work plans, and reports to ensure the effective execution of services.
Lead continuous quality improvement efforts across the supported counties.
Qualifications
Medical Officer with 5-7 years of hands-on experience in integrated HIV program implementation or a Bachelor’s degree in Nursing or Clinical Officer with 7-9 years of experience.
Master’s degree in a relevant field or Senior Clinical Officer with 7-9 years of experience is also acceptable.
Advanced training in HIV management (TOT or Mentor level) is an advantage.
Training in Project Management is a plus.
An MPH (Master of Public Health) would be beneficial.

Strong problem-solving capabilities and adaptability to change.
Expertise in HIV care and treatment program management.
Proficiency in report writing and use of data to inform decisions.
