Project Overview and Role:
Palladium is seeking a Monitoring, Evaluation, and Learning (MEL) Director for an anticipated USAID-funded program aimed at mobilizing private capital for agricultural SMEs to strengthen agricultural value chains. The USAID Transforming Financial Markets for Agricultural SMEs program is expected to run for 5 years across Kenya, Rwanda, Tanzania, Uganda, and Zambia. This project will leverage finance and investment mechanisms to support agricultural firms through a blended finance approach.
Note: This is an anticipated position, and all hiring is contingent upon USAID awarding the contract.
Primary Duties and Responsibilities:
Provide Strategic Guidance: Ensure successful MEL activities, following principles of collaboration, learning, and adaptation (CLA).
Collaboration: Work closely with the Communications team to share information and maintain unified messaging.
Adaptive Management: Collaborate with COP, DCOP, and objective leads to identify and implement changes based on adaptive management.
Supervision: Lead a team of MEL staff and collaborate with subcontractors and USAID to develop, implement, and revise the MEL Plan.
Reporting Results: Oversee the accurate and compelling reporting of program results.
Data Analysis: Analyze and visualize data to assess program performance against indicators.
Compliance: Ensure adherence to USAID’s policies and procedures, implementing standard operating procedures and work instructions.
Timely Reports: Contribute to monthly, quarterly, and annual technical reports.
Other Duties: Perform additional tasks as required by the project.
Minimum Qualifications:
Experience: At least 8 years of experience with MEL and CLA in donor programs of similar size, regional scope, and complexity, preferably in access to finance, USAID projects, and/or East Africa.
Supervisory Experience: Proven ability to supervise teams in fast-paced, multi-component programs.
Education: Degree in economics, finance, business management, international trade, or a related field.
Gender Integration: Experience with Gender Integration and Social Inclusion (GESI), including gender analysis and incorporating women's voices in program design.
Skills: Strong interpersonal, diplomacy, and leadership skills for managing relationships and regional dynamics.
Languages: Fluency in English is required; regional languages are a plus.
Local Candidates: Preference for candidates from the five target countries (Kenya, Rwanda, Tanzania, Uganda, Zambia).
