Manager, Facilities and Security Services

Job Purpose:
The Manager of Facilities and Security Services is responsible for the operational management and administrative direction of the facilities and infrastructure unit, transport services, and campus physical security services. This role ensures that the University’s buildings, grounds, and utilities are properly maintained, aligned with the University’s strategic goals, and that efficient transport and adequate security services are provided.
Key Duties and Responsibilities:
Develop infrastructure maintenance and enhancement plans, campus security management strategies, policies, procedures, and guidelines.
Develop and monitor the department’s annual work plan and budget in liaison with section supervisors.
Oversee the inspection, upkeep, maintenance, refurbishments, renovations, and additions of buildings and related services (electrical installations, plumbing, masonry, carpentry, custodial, grounds) to meet building codes, health and safety standards, and CUE infrastructure requirements.
Oversee the planning, coordination, and facilitation of the movement of students, staff, or goods, office allocation, and intra-office moves.
Oversee the security function to ensure the safety of the premises, staff, students, and stakeholders.
Oversee transport operations, ensuring a safe environment for students, staff, and visitors while meeting logistical needs.
Ensure procurement activities comply with the ANU Supply Chain Policy and procedures.
Coordinate and monitor service providers, vendors, and suppliers to ensure the delivery of services meets schedules, quantity, and quality criteria.
Ensure proper storage and maintenance of equipment, machinery, and vehicles in liaison with section supervisors.
Ensure compliance with government statutory requirements regarding buildings, permits, licenses, inspections, insurance, audits, environmental waste management, transport, and security.
Oversee record-keeping processes for the department and generate monthly reports in liaison with section supervisors.
Develop project plans, define project scope, objectives, and requirements in liaison with respective departments or project owners.
Sign off on scope changes for all projects, ensuring value for money in all initiatives.
Design and implement risk mitigation plans in collaboration with internal audit and risk management.
Implement best practice processes to increase efficiency and cost savings.
Mentor, coach, and supervise subordinate staff.
Provide technical advice and monthly reports to management as needed.
Academic and Professional Requirements:
Master’s degree in a relevant field such as Security Management, Building Technology, Transport/Logistics, or a related field.
Minimum of eight (8) years of relevant experience.
Relevant professional qualification.
Membership in a relevant professional body.
Skills and Competencies:
Executive disposition and high levels of integrity.
Ability to develop long-term integrated and cross-functional operational plans.
Ability to translate strategy into actionable objectives.
Strong business/financial acumen, innovative and strategic management skills.
Excellent communication and interpersonal skills.
Excellent organizing, planning, and negotiation skills.
