Job Purpose:
The Head of Systems and Database is responsible for designing, developing, implementing, and maintaining software solutions, databases, and related services that support the University’s operations. This role oversees the development and maintenance of enterprise applications and database systems to ensure the University's technological needs are met efficiently and securely.
Key Duties and Responsibilities:
Develop the enterprise applications strategy, program, policies, procedures, standards, and guidelines.
Design, develop, test, and implement software applications and database systems.
Coordinate the full lifecycle development of enterprise applications, including requirements analysis, evaluation of existing systems, coding, testing, integration, deployment, customization, documentation, and version control.
Write clean, efficient, and well-documented code.
Coordinate the maintenance and upgrade of existing enterprise applications, including the addition of modules and development of integrations between existing systems.
Troubleshoot and provide technical support to users on enterprise applications and database systems to resolve issues and optimize database performance.
Analyze business requirements and translate them into technical specifications.
Work with user support teams to ensure the resolution of 2nd and 3rd level enterprise application-related tickets within Service Level Agreements (SLAs).
Monitor and optimize enterprise applications to ensure they operate efficiently.
Work with third-party providers to ensure timely implementation and restoration of enterprise application-related services.
Train staff on the usage of enterprise applications.
Collaborate with other team members to ensure smooth integration of software components.
Setup and test enterprise applications’ backup and restore systems.
Design and allocate appropriate user roles to ensure the security of enterprise applications.
Secure software and database systems by implementing appropriate security measures.
Participate in enterprise application audits and security administration, working closely with the cybersecurity function.
Develop and monitor the section’s annual plan and budget.
Mentor, coach, and supervise subordinate staff.
Academic and Professional Requirements:
Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related field.
Master’s degree in Computer Science or a relevant field.
Minimum of eight (8) years of relevant experience.
Relevant professional qualifications.
Membership in a relevant professional body.
Skills and Competencies:
Programming Languages: Proficiency in languages like Python, Java, C#, JavaScript, etc.
Web Development: Strong understanding of HTML, CSS, and JavaScript frameworks.
Database Systems: Knowledge of SQL and database design principles.
Software Development Methodologies: Experience with Agile, Scrum, or Waterfall methodologies.
Data Security: Knowledge of data security and backup/recovery procedures.
Problem-solving and Analytical Skills: Strong ability to address complex issues.
Attention to Detail: Precision in coding, testing, and documentation.
Team Collaboration: Ability to work independently and as part of a team.
