Job Purpose:
The Head of Human Capital and Training will manage the Human Resources (HR) division and implement HR policies and procedures. The role aims to ensure the Corporation has a professional, competent, and motivated workforce to achieve its strategic objectives.
Key Responsibilities:
Policy Review and Recommendations:
Review and recommend updates to HR policies and procedures in compliance with legislative frameworks and best practices.
Recruitment and Selection:
Manage the recruitment process to ensure the Corporation is adequately resourced with skilled staff.
Payroll and Statutory Deductions:
Supervise the processing of the monthly payroll and ensure timely remittance of statutory deductions.
Retirement Benefits Scheme:
Supervise the administration of the AFC Retirement Benefits Scheme and serve as the Secretary to the Board of Trustees in line with regulations.
Industrial Relations:
Manage employee industrial relations, liaising with the Chief HR Officer to ensure harmony in the workplace.
HR Budget Preparation:
Coordinate the preparation of the HR Division’s budget.
Disciplinary Process:
Supervise the staff disciplinary process and act as Secretary to the Disciplinary Committee in line with corporate policies.
HR Projects Implementation:
Ensure timely implementation of HR projects, ensuring that project objectives are met.
Staff Benefits Administration:
Supervise the administration of staff benefits such as medical and leave schemes.
Staff Welfare Programs:
Manage the staff welfare programs in line with policy.
Insurance Administration:
Supervise the administration of insurance for staff and assets to ensure adequate coverage.
Staff Resource Management:
Ensure the HR division is staffed with competent professionals and manage performance appraisals, personal development, and succession planning.
Additional Responsibilities:
Undertake any other relevant tasks assigned by the jobholder from time to time.
Required Qualifications and Experience:
Master’s Degree in Human Resources, Business Administration, or equivalent.
Bachelor’s Degree in Human Resources, Business Administration, or equivalent.
Diploma in Human Resource Management from a recognized institution.
At least 8 years of experience in human resource management.
Demonstrated ability to implement HR policies effectively to drive organizational values.
Must be a registered member of the Institute of Human Resource Management (IHRM) with a practicing certificate.
Relevant computer application qualifications.
