Project Overview and Role:
Palladium is seeking a Director of Finance and Administration for an anticipated USAID-funded project focused on mobilizing private capital for agricultural SMEs to strengthen agriculture value chains. The USAID Transforming Financial Markets for Agricultural SMEs program is expected to run for 5 years across Kenya, Rwanda, Tanzania, Uganda, and Zambia. This program will leverage results-based tools and support agricultural firms to expand investments and operations through a blended finance approach.
Note: This is an anticipated position, and all hiring is contingent upon USAID awarding the contract.
Primary Duties and Responsibilities:
Manage Project Finances: Oversee all project finances to ensure effective use of resources in compliance with donor requirements.
Financial Monitoring Systems: Ensure timely and relevant financial reports are provided, including analysis and tracking of grant commitments, cash flow forecasts, obligations, and liquidations.
System Design and Compliance: Develop and implement systems and procedures that mitigate risks and comply with Palladium standards.
Audit Compliance: Ensure corrective actions in response to external or internal audits are implemented as planned.
Budget Management: Monitor the annual budget, develop financial forecasts, and ensure effective project planning.
Human Resources Management: Supervise recruitment, staff policies, and ensure staff well-being and development.
Staff Training: Mentor and train team members on financial management systems, budget analysis, and compliance with policies and procedures.
Key Competencies Required:
Experience: 15 years of experience managing USAID contracts/cooperative agreements of $20 million or more annually.
Education: Degree in Business Administration, Finance, Accounting, or related field; Master’s or higher preferred.
Expertise: Knowledge of USG financial reporting and compliance, accounting principles, and USAID regulations.
Skills: Ability to set up and maintain accounting systems, build budgets, and manage a professional team.
Proficiency: Experience using online financial systems and databases, with a strong sense of integrity and confidentiality.
Language: Fluency in English is required; fluency in regional languages is preferred.
Local Candidates: Preferred from Kenya, Rwanda, Tanzania, Uganda, or Zambia.
