IRC is seeking a Director, Global Procurement to provide visionary leadership and strategic direction for procurement functions across the organization. The Director will guide the Global Procurement (GP) Unit within the Global Supply Chain (GSC) department, ensuring all sourcing strategies, procurement mechanisms, and practices align with IRC’s strategic priorities and the needs of our global programs.
Key Responsibilities:
Strategic Procurement Leadership: Lead and direct the Global Procurement Unit to drive sourcing strategies that optimize IRC’s global supply chain, ensuring efficiency, cost-effectiveness, and compliance with donor regulations.
Procurement Framework & System Development: Oversee the development of global procurement systems, policies, and procedures that minimize risks and ensure compliance with domestic and international needs.
Cost Savings & Supplier Management: Drive cost savings through global and local contracts, ensuring a reliable, high-performing supplier base. Develop and maintain strong supplier performance management mechanisms.
Market Intelligence: Implement organization-wide market intelligence processes to ensure IRC stays ahead of procurement trends and adapts to changing market conditions.
Procurement Cycle Management: Oversee all stages of procurement—from needs analysis and sourcing to contract management and delivery—ensuring efficient, compliant, and cost-effective purchasing processes.
Training & Capacity Building: Lead the development of learning materials and tools to ensure that procurement best practices are consistently followed across IRC’s offices globally.
Performance Monitoring: Establish and track key performance indicators (KPIs) to measure procurement performance and drive continuous improvement.
Collaboration & Cross-Functional Leadership: Work closely with internal teams such as Finance, Compliance, Legal, Internal Audit, and Programs to ensure seamless collaboration and a unified approach to procurement challenges.
Leadership & Team Development: Mentor a team of procurement professionals, fostering a culture of excellence, accountability, and compliance within the organization.
What We’re Looking For:
Educational Requirements: A Bachelor’s degree in Supply Chain Management or a related field is required. A Master’s degree or professional certification (e.g., CIPS) is highly preferred.
Experience: At least 8 years of experience in procurement management, ideally within an international or humanitarian context. You should have a proven track record of leading procurement strategies in complex, fast-paced environments.
Skills: Excellent communication, negotiation, and relationship management skills, along with strong planning, analytical, and problem-solving abilities. A proactive, results-driven approach is essential.
Donor Knowledge: A deep understanding of donor procurement regulations (e.g., USAID, FCDO, UN agencies) and contract management practices is required.
Leadership: Strong management skills and experience leading cross-functional teams in a diverse, global setting.
Languages: Fluency in English is required; knowledge of French, Spanish, or Arabic is a plus.
