Project Overview and Role:

Palladium is seeking a Deputy Chief of Party (DCOP) for a potential 5-year USAID-funded project, the Kenya Integrated Pharmaceutical and Supply Chain Technical Assistance (KIPS). The DCOP will serve as the project’s technical lead, responsible for ensuring all project goals are met. This leadership role involves overseeing a diverse team and liaising with key stakeholders such as USAID, government agencies, donor-funded projects, and implementing partners.

Primary Roles and Responsibilities:

  • Technical Leadership: Serve as the key point of contact for day-to-day technical activities, leading teams to achieve KIPS’ objectives.

  • Strategic Planning: Lead the development and execution of the country’s strategic plan, ensuring it aligns with local and global priorities.

  • Supply Chain Oversight: Lead the design and implementation of technical deliverables related to supply chain maturity, rational medicine use, health financing, and private sector engagement.

  • Team Management: Oversee the recruitment, orientation, and performance management of senior staff and development of middle management staff.

  • Workplan Coordination: Collaborate with technical leads to ensure the successful delivery of workplan activities and maintain high-quality performance.

  • Financial Oversight: Manage project work planning, budgeting, and reporting, coordinating with technical, country team, and HQ staff.

  • Stakeholder Engagement: Interface with clients and stakeholders to plan, implement, and report on project activities and outcomes.

  • Compliance and Reporting: Ensure staff compliance with project guidelines and SOPs, and perform other duties as needed.

Key Competencies Required:

  • Donor-Funded Program Experience: Proven experience working with international donors, including USAID.

  • Senior Leadership Experience: Previous experience as a Deputy Chief of Party or in a senior leadership position on complex, large-scale projects at the country level.

  • Health Supply Chain Expertise: Demonstrated knowledge of supply chain management, procurement, warehousing, and logistics.

  • Stakeholder Collaboration: Experience coordinating and collaborating with government agencies, counterparts, and donor organizations.

  • Interpersonal and Organizational Skills: Strong leadership, team-building, and communication abilities.

  • Monitoring and Reporting: Experience in tracking and documenting project activities and outcomes.

  • Academic Qualifications: Master's degree in global public health, supply chain management, healthcare administration, or a related field.

  • Language Skills: Excellent written and spoken English with the ability to communicate across technical and non-technical audiences.
