Role Purpose:

IRC is seeking Cost and Pricing Consultants for its AMU BD roster. These consultants will be invited to lead budget development for high-value public funding opportunities and ensure compliance, competitiveness, and alignment with donor requirements. The consultants will support the organization’s business development efforts and serve as pricing experts for significant public funding opportunities from donors like USG, FCDO, World Bank, GAVI, and AFD.

As a key member of the proposal teams, this role will work collaboratively with IRC Country Offices, the Finance Department, and Technical Units to guide cost proposal development, balancing cost recovery, risk mitigation, price competitiveness, and compliance with donor regulations.

Responsibilities:

  1. Capture & Program Design

    • Serve as ‘Capture Pricing Lead’ to ensure IRC is well-prepared to develop budget proposals for key funding opportunities.

    • Conduct research and evaluation of cost drivers in different countries to inform pricing strategies.

  2. Pricing Strategy & Budget Development

    • Lead and review budget development, ensuring the proposals meet donor requirements and internal policies.

    • Provide pricing expertise during the proposal process, ensuring quality and competitiveness.

    • Develop and integrate pricing strategies with inputs from IRC Country Offices and technical teams.

    • Identify financial and commercial risks and propose mitigation plans.

  3. Donor Engagement & Budget Integration

    • Develop detailed donor budgets and collaborate with partners to ensure all pricing inputs are incorporated into proposals.

    • Provide guidance to partners on pricing, payment schedules, and cost structures.

  4. Compliance & Risk Management

    • Ensure adherence to IRC's processes, policies, and donor-specific regulations across various funding opportunities.

    • Maintain up-to-date knowledge on donor financial rules, especially from USG, FCDO, World Bank, and the EU.

Minimum Qualifications:

  • A degree (minimum BA) or equivalent in public administration, business, economics, or a related field.

  • At least three years of experience in developing cost proposals, including Payment by Results approaches.

  • In-depth understanding of USG, FCDO, and EU financial rules and regulations.

  • Ability to work independently, remotely, and as part of a diverse team.

  • Excellent interpersonal and communication skills.

  • Strong organizational skills with attention to detail.

  • Ability to manage complex workloads and meet tight deadlines.

  • Willingness to travel internationally.
