Project Overview and Role:
Palladium is seeking an Agricultural Finance Director for an anticipated USAID-funded program, Transforming Financial Markets for Agricultural SMEs in Africa. This 5-year program, starting in 2025, focuses on mobilizing private capital to support agricultural SMEs and strengthen agricultural value chains. The program will utilize results-based tools and a blended finance approach to increase investment in agricultural SMEs in East Africa.
Note: This is an anticipated position, and all hiring is contingent upon USAID awarding the contract.
Primary Role and Responsibilities:
Strategy Development: Define the strategy to deliver innovative financial products and services and expand financial institutions' support for East Africa’s agricultural sector.
Blended Finance Design: Develop and operationalize blended finance mechanisms to mobilize private capital for agricultural SMEs.
Technical Leadership: Lead efforts to increase access to tailored financial products and stimulate the use of blended finance instruments. This may include providing technical assistance to financial services providers (banks and non-bank intermediaries) to enhance their offerings.
Sector Representation: Represent the program in meetings with public and private sector actors, including governments, NGOs, and business associations.
Supervision: Oversee implementing partners, sub-contractors, and grantees involved in financial intermediary and blended finance activities.
Travel: Occasional travel to East and Southern Africa as needed.
Other Tasks: Perform additional duties as required by the Chief of Party and Palladium HQ.
Key Competencies Required:
Expertise in Blended Finance: Advanced knowledge of blended finance, financial sector interventions, and financial institutions in East Africa.
Regional Networks: Established connections within the region’s financial sector.
Experience with Financial Intermediaries: Proven track record of working with financial intermediaries (banks, non-bank institutions, funds, and tech firms) to enhance their products and services, particularly in the agricultural sector.
Donor-Funded Program Experience: Experience working on USAID or other large donor-funded programs.
Communication Skills: Excellent communication, organizational, and interpersonal skills.
USAID Knowledge: Familiarity with USAID policies, procedures, and reporting requirements is preferred.
Language Proficiency: Proficiency in written and oral English is required.
